Offering to sell a controlled substance over the internet is an offense unless authorized under the Controlled Substances Act. Ads that read as a sales offer propose a transaction.
Source: 21 U.S.C. 841 subsection (h) makes it unlawful to deliver, distribute or dispense a controlled substance by means of the Internet except as authorized, and to aid or abet that activity
Safer wording: Do not offer controlled substances for sale online. Describe the service as an evaluation by a licensed practitioner who decides whether a prescription is appropriate.
